Abstract
UPT Baruna Jaya BPPT has the capabilities of the application of marine survey technology for the development of marine sector since it has important factors; marine experts, equipment, technology and networking. Currently UPT Baruna Jaya manages four research vessels Baruna Jaya I,II,III and IV for oceanography, hydrography, geology & geophysic and fishery, supported with modern equipment and experties in those fields who have many national and international experiences. These capabilities should be optimised for marine research and industry by establishing partnership with government and private institutions. Cooperation can be conducted in using of Baruna Jaya Research Vessels, survey equipment, experts, sample analyses, data processing and interpretation, training, research, survey for marine industries, fishery, geology & geophysics, mapping, oil & gas, telecommunication & electricity, environment, transportation and tourism.

PENDAHULUAN 

Setelah krisis ekonomi dan moneter yang melanda kawasan Asia Pasifik termasuk Indonesia pada tahun 1998, perlu dilakukan eksplorasi sumberdaya nasional yang dapat dimanfaatkan untuk meningkatkan pertumbuhan ekonomi. Kawasan laut memiliki dimensi pengembangan yang lebih luas dari daratan karena mempunyai keragaman potensi alam yang dapat dikelola. Abstract
The quality of seakeeping performance of ship is infact determined by how far the succesfull of ship mission during operating at sea. Many aspects should be considered during design stage in order to achieve the mission. One of the traditional fisherman problem during operating at sea is how to operate their vessel in more potential fish resource which far away from the shore and in more rough sea during east season on which the operation duration time is very short. This problem may be caused by the worryness of the life safety of fisherman and the ship it self. In this paper, a numerical simulation have been conducted in order to obtain an optimal design of floating system added to tradisional fishing vessel. Finally a prototype have been constructed and conducted a sea trial in order to get a direct effect of adding the new system.

LATAR BELAKANG
Kabupaten Banjar yang mempunyai pantai kurang lebih sepanjang 17 km, belum optimal dalam pemanfaatan pelabuhan baik untuk pangkalan pendaratan ikan maupun bongkar muat barang. Padahal fasilitas itu sangat mendasar untuk pengembangan usaha perikanan, tiadanya tempat pendaratan ikan tersebut mengakibatkan banyak ikan yang didaratkan di tempat lain, bahkan tidak jarang terjadi penjualan ikan di tengah laut kepada “penyambang”. Fenomena tersebut amat janggal mengingat Kabupaten Banjar merupakan daerah potensial bagi penangkapan ikan dengan ditunjukkan jumlah produksi hasil laut utamanya ikan. Produksi ikan dari perairan laut pada tahun 2000 sebesar 5.198.800 ton atau sebesar 23,724 milyar rupiah. Abstract
It is possible to achieve three-dimensional GPS positioning accuracies of a few centimetres on board a hydrographic survey vessel, on a ship navigating through a difficult passage, or even on a water-level sensing buoy. The name given to this mode of using GPS is “on-the-fly differential GPS carrier phase integer cycle ambiguity resolution”. In this paper we refer to this simply as OTF (for “On-The-Fly”) GPS. OTF GPS has the potential for aiding precise sea level measurement efforts by providing the ability to regionally densify altimetric measurements, or measuring the wave displacement which still relies on the double integration of the vertical acceleration or even possibly to linking of traditional tide gauges to a well-established geocentric terrestrial reference frame. This paper presents current progress of the project “Buoy GPS for Sea Level Measurement” conducted in the Baruna Jaya Technical Services Unit – BPP Teknologi in partnership with Geodesy Laboratory-ITB and BAKOSURTANAL, National Agency for Coordinating Survey and Mapping awarded by the Ministry of Research and Technology, under the 9th Intregrated Competitive Research Programme. The objectives of the project are to address the problem of observing sea level from a GPS equipped buoy.

PENDAHULUAN
Berbeda dengan receiver GPS yang hanya dapat melakukan pengukuran pseudorange dengan memanfaatkan sinyal kode dari satelit GPS, ada beberapa jenis receiver GPS yang juga dapat mengukur gelombang pembawa dari sinyal-sinyal GPS. Hal ini hanya dapat dilakukan dengan mengukur fraksi dari gelombang pembawanya, pada saat locked on, Dl yakni satu per sekian dari satu gelombang penuhnya. Sehingga perlu ditentukan lagi sudah berapa gelombang penuh yang lewat sejak receiver mulai menjejak satelit-satelit GPS untuk memulai pengukuran. Abstract
Baruna Jaya Technical Services Unit has submerged artificial reefs in Kelapa Island, regency of Seribu Islands. One and five years after deployment we monitored and evaluated of it’s the results. With used underwater camera and diving methods have recorded the results of growing and the existing of the reef and other organisms in the location of artificial reefs. We found preliminary result that artificial reef as artificial habitat may able to stimulate growing of the coral and constitute habitat for fish and other aquatic organisms. Coralline algae, sponges, juvenile of reef fish, and other organisms have been found in and around of material artificial reefs.

PENDAHULUAN

1.1. Latar Belakang

Unit Pelaksana Teknis Baruna Jaya bekerjasama dengan Badan Riset Kelautan dan Perikanan, Departemen Kelautan dan Perikanan, telah melakukan ujikaji dan pengembangan terumbu buatan skala kecil (small scale artificial reef) di sekitar Pulau Kelapa Kepulauan Seribu.

Sebagai tindaklanjut pengkajian, maka setelah ditempatkan kurang lebih 1,5 tahun diperlukan evaluasi dan monitoring pasca penempatan untuk melihat tingkat perkembangan organisme yang menghuni terumbu buatan tersebut. Read the rest of this entry »

Abstract
Recently, Indonesia has approved several laws on the decentralisation of the Environmental Impact Assessment (EIA) process to district governments, a process considered as an important tool of integrated coastal zone management (ICZM). Objective of this research is to assess the quality of EIAs in the Banten Bay area, in particular with respect to the use of environmental information in order to give suggestion on how the EIA process, the ICZM as well as the role of district government can be improved. Analysis of quality of environmental information as stated in the Indonesian guidelines and used in the EIA has been used as the method. Three EIA guidelines have been analysed, review of 10 EIA reports (EIS), interview of respondents on the use of sources of information to compose and to review the EIS, observation of 4 EIS-review meetings, and interview of local operators on environmental monitoring have been conducted. Some results have been identified, modules have been developed to support the implementation of the recommendation.

Analisa Mengenai Dampak Lingkungan (AMDAL) dikenal di Indonesia sebagai salah satu perangkat penting dalam pencegahan dampak suatu rencana pembangunan, salah satunya pada kawasan pantai. Beberapa tahun terakhir ini telah disahkan peraturan penting yang terkait dengan desentralisasi Amdal dan pengelolaan pantai. UU no. 23/1997 tentang pengelolaan lingkungan hidup memberikan pemahaman akan kesatuan pengelolaan lingkungan daratan, perairan dan udara oleh pemerintah daerah. Abstract
Transport of live fish to markets, sometimes several hundred kilometers away, has risks of mortality of fish. A prototipe of land transporatation equipment has been made that contain of three hauling tank, pump circulation, filter, water chiller, air blower, oxygen tube, completed with air and water distribution pipe. The unit was attached to flatbed of truck. A performancy test of the prototipe was conducted for hauling adult tiger grouper fish (Epinephelus fuscoguttatus). The test was performed in two steps. First, it was static testing twelve hours along for three fish density level per tank; 120, 260, and 240. Second, trip testing, that was performed around city during twelve hours and inter city trip from Jepara (Middle Jawa) to Serpong (West Jawa). Result of the test indicated that the capacity can reached 400 fishes for each tank. During the test for 12 hours transportation it was no mortality of fishes, and for 26 hours transportation the survival rate was 99%. Ratio of fish with water was 1 : 5,5.

PENDAHULUAN

Peran penanganan pasca panen ikan kerapu sangat penting karena nilai jual ikan kerapu yang tinggi adalah ikan dalam kondisi hidup. Sebagai contoh harga ekspor (Desember 2002) per kg untuk jenis kerapu bebek (Chromileptis altivelis) kondisi hidup berkisar US$ 50 – 70, kerapu Sunu (Plectropomus leopardus) berkisar US$ 18 – 33 dan keparpu macan (Epinephelus fuscoguttatus) berkisar antara US$ 14 – 23. Abstract
The usual definition on an Airboat is a water transportation vehicle using the air as a medium for propulsion, rather than the water itself. The most common method for the airboat to achieve forward motion is through use of a propeller. The thrust propels the boat forward; steering is accomplished by means of a rudder or rudders positioned in the thrust air stream. The airboat is generally constructed by aluminum or fiberglass with a polymer/flat bottom. It can be operated in areas in accessible to other boats. The ideal environment for the airboat is shallow water such as marshes and swamps. However, it also performs very well in deep water covered with vegetation or trash that would block other types of boats. Therefore the airboat can be design for general transportation, recreations, hobby or sports, seismic research, short distances across land security and SAR purposes.

Pendahuluan.
Wilayah pesisir Indonesia perlu mendapat perhatian karena diperkirakan sekitar 30% penduduk Indonesia di masa depan akan hidup di wilayah pesisir. Secara ekonomis, wilayah pesisir menyumbangkan 24% gross domestic product (GDP) Nasional. Potensi wilayah wilayah pesisir dapat dijadikan sebagai lokasi kegiatan wisata bahari maupun sebagai wilayah kegiatan perdagangan dan transportasi.

Abstract
Interisland live fish transportation is using traditional ship which is equipped with tank, drum or plastic sack and also oxigeen to keep the live fish always in the best condition. Therefor in the interisland transportation of fisheries is required technology innovation for design of it with increasing the capacity, long live range and to prevent the live fish from mortality.The stability condition of the ship must be avoided or resisted due to the ship motions as rolling, pitching, yawing , heaving and combination of it, but also the ship must be good enough in maneuverability. The small scale prototype model of the ship had been tested in the Indonesian Hydrodynamic Laboratory BPPT at Surabaya. The role of the ship hidrodynamic laboratory is very important to solve this problem.

ABSTRAK
Kajian aplikasi bioremediasi senyawa toksik perairan tambak dilakukan di Grinting, Brebes. Kajian menggunakan petak tambak dengan perlakuan pemberian mikroba pengurai bahan pencemar organic dan petak tambak tanpa perlakuan. Selanjutnya selama periode budidaya dilakukan pengamatan intensif terhadap beberapa parameter kualitas air yang merupakan indikator perubahan akibat aplikasi mikroba tersebut. Hasil kajian sementara menunjukkan bahwa kajian teknologi bioremediasi dengan sistem resirkulasi air memberikan kondisi yang positif bagi kualitas air tambak. Berdasarkan data kajian tersebut dapat disimpulkan bahwa ada hubungan yang erat antara hasil kajian ini dengan hasil kajian sebelumnya. Antara lain ditunjukkan oleh jumlah individu ikan udang yang hidup semakin meningkat dari 600 individu pada Petak B menjadi 1800 individu pada Petak A. Namun demikian, hasil kajian masih perlu ditingkatkan agar diperoleh suatu kelayakan teknis, sederhana, murah, sehingga dapat dilakukan oleh petambak sekalipun

Abstract

Reclamation and the development activities in the coastal area for various purposes often cause a significant negative impact on the environmental condition such as water quality deterioration and pollution, mangrove forest degradation and coral reef destruction. Those impacts have resulted on the damage of fisheries and marine organism resources and their habitat, feeding ground as well as nursery ground. To encounter and guarantee of those impacts, to maintain and conserve a sustainable existence of the fishermen and their economical activity in the coastal area, the real impact of fisheries and marine resources lost should be counted to determine the reimbursement value of their resources losses. At least there are two calculation methods to estimate fisheries and marine resources losses. The first method is, counting of the resources lost based on the physical value approach of the fisheries product and resources reduction. The second is, the compensation reimbursement based on the mutual negotiation with the fishermen for the marine resources losses, whereas the second method is favorable for the fishermen.

Abstract

Since the Indonesian independence day which was occurred in 1945, there was no a special national program for coastal development. It was known by the government that some people in the coast were suffered from the poor and lack of food. Coastal people were depending on its environment surrounding. During the new order era, the central government of Indonesia had tried to improve the quality of life of the fishermen by activating government institutions or non-government organizations in several activities such as: trainings or guidance of certain sectors. However, the more serious attention in the means of coastal society welfare was given by the central government of Indonesia in 1999. At that time the national development pattern was changed from the use of the potential of land natural resources to be the potential of marine resources. Regarding to this central government’s initiatives, therefore, problems or the potential of natural resources concerning with marine and coastal human resources should be identified precisely. The economic research of local coastal society of Banten village constitutes a case study based on it.

PENDAHULUAN

Desa Banten merupakan salah satu dari 11 desa dari Kecamatan Kasemen. Sebuah desa yang memiliki jumlah penduduk terbanyak diantara 11 desa yang ada. Dengan letaknya yang berbatasan dengan laut serta memiliki sejumlah nelayan yang berorientasi pada sumberdaya laut termasuk pertambakan. Desa Banten secara umum memiliki tambak perikanan rakyat dengan pengelolaan dan pemanfaatannya yang masih sangat sederhana dan bersifat tradisional. Abstract

Grouper as one of Indonesian export comodity has high economic value, especially when it is traded lively. Live fish from Indonesia is transported to Hongkong market by air freighting or shipping. Unfortunately transporting live grouper has high risk of fish mortality. Solving this problem, it has resulted the technology of land transport equipment and technique of packaging for air freightening transportation of live grouper. The purpose of this paper is to discuss wether the investment of application of those technology for export business is feasible or not in the view of finansial aspects. The project investment is Rp 941.093.400 included working capital. The operation capacity is 48.000 kg live tiger grouper (Epinephelus fuscoguttatus) per year. Based on the financial analysis, it can be concluded that the project looks feasible. This can be indicated by Net Present Value (Rp 197.840.442), Internal Rate of Return (30,1%), Net Benefit Cost Ratio (1,21) and Pay Back Period (2 years and 8 months). From the sensivity analysis shows the project is ever feasible although the rupiah is depressiated or apressiated 10% to US dollar. The project sensitizes from the changes of production cost.

Ikan kerapu hidup merupakan komoditas ekspor Indonesia dengan daerah tujuan ekspor utama Hongkong. Agriculture and Fisheries Department (AFD) Hongkong memperkirakan konsumsi ikan kerapu hidup Hongkong antara 5.000 – 6000 mt. Terdapat lima negara utama pemasok ikan kerapu hidup untuk Hongkong, Indonesia memegang 20% pangsa pasar Hongkong, menempati urutan kedua setelah Thailand (8) . Abstract

Ship performence at sea waves depend on motion behaviour in waves. Factors such as waves characteristics and ship characteristic it self influenced the motion behaviour of ship. The stability of ship to maintain the ship motion in wave condition play important roll during operation at sea. In the other hand waves direction also contribute the cause of significant roll motion which can lead ship to capsize. The author have conducted model experiment of small fishing boat in order to investigate the effect of stren quatering sea on the stability of the boat. The varaitions of metacentrict height, ship speed, and wave condition are include in this paper.

Abstract

This paper report a research to decided a phytoplankton counting method which could present representative data of phytoplankton community in Harapan island. The research suggested that data of settling methode was more representative than data of thick methode due to underestimation occurred during theicken process using centrifuse. It was suggested that during the period of research the coastal water of Harapan insland was an olygotrophic with phythoplankton density about 654,7-1.745 ind · ml -1 . The phytoplankton community was dominated by Chaetoceros.

Pendahuluan.

Fitoplankton didefinisikan sebagai organisme-tumbuhan mikroskopik yang hidup melayang, mengapung di dalam air dan memiliki kemampuan gerak yang terbatas 1) Fitoplankton terdiri dari divisi chrysophyta (diatom), chlrorophyta dan cyanophyta. Biasanya chlorophyta dan cyanophyta mudah ditemukan pada komunitas plankton perairan tawar sedangkan chrysophyta dapat ditemukan diperairan tawar dan asin. Potensi perikanan di republik ini sungguh sangat berlimpah di perairan darat maupun di lautan, namun sampai saat ini belum dimanfaatkan secara optimal untuk kesejahteraan rakyat. Karena kebokbrokan mental aparatur negara hasil perikanan laut kita terkuras oleh 'ilegal fishing' -nyaris sama seperti hutan kita yang gundul oleh 'ilegal logging', semuanya hanya dinikmati sekelompok rakus yang tidak memikirkan kemajuan bangsa bersama. Bundel kliping info perikanan ini semoga dapat menghimpun segala informasi untuk menggugah masyarakat luas akan urgensi penyelamatan potensi perikanan nasional khususnya perikanan laut agar tetap lestari bagi kemakmuran anak cucu kita.
